dual core hotfix

were can I download the dual core hotfix?

OK Nick sorry for posting here but I did'nt particually want to bring the old thread back to life:

After I have installed the hotfix, all of the steps after, have already been completed..... As in I went into regedit, and did'nt need to change anything, it was all there, Throttle subkey and all? Is this normal?  ???
