Take the board somewhere where they have a variety of DDR2, it doesn't matter what speed it is....... see if it will post, there must be somewhere close by to you.
If you can get it to post, flash it with the latest BIOS on a floppy, you can get that prepared ahead of time and bring the floppy with you. You basically need a BOOTABLE floppy with the bios flash utility and the bios file on the floppy, there won't be room for anything else.
Usually you type something like this at the DOS prompt....
C:\>awdflash newbiosfilename
and the update program will prompt you if needed or it will just flash the bios.
There will be instructions usually either in the bios download or on the webpage where you get it.
Then try your RAM in the machine.
Without re-reading the entire thread to find out if you did, ..... make sure you call the supplier and report a DOA system now! At least it will be on the books as DOA and they should replace it immediately if required.
Returns other than DOA may be subject to warranty work, and you DON'T want that :-/
