Bloody internet!

Well I started to notice my internet connection has been slow lately, really slow, I have a 3 meg download and about 768 upload... the upload seems to be running at its max, but its my download rate that worries me, I've been noticing web site either loading slower than usual, or not loading at all, this seems to be periodic, I thought the sites were down and such, but upon doing a internet check my connection was reporting 2600 or so on PCpitstop and CNET, I managed to get it to 2700, and on ocassion 2800.... Normally I wouldnt care, but my old comp was running the same connection about 3000 even.... and this slow down from 2900 to 2600 seems to be a big one, its sped up a bit, but I was wondering if my router is slowly dying, (Runs 24/7 mind you) or if my ISP is getting a bit of traffic lately, I live probably a mile from the server or so. the router is reporting a connection of 3360Kbps..... I know I am worrying about a few hundred Kbps when some unfortunate souls have dial up or some cheap worthless broadband connection 50X worse than mine! Any suggestions or anything of my paranoia would be appreciated!

Funny thing you should ask, Yes I am, but I recently shut the wireless internet off because I havent had a second PC running in quite some time (Long before I fried my last PC) So what should I do? I'm running a Westell Versalink 327W
