CPU issue

My Intel Pentium 4 2.66 GHz is running at 1.99 GHz. Is that normal? Any ways to improve this (apart from o
Intel Quad Core 2 Extreme Q6600 @ 2.60GHz - Radeon HD 4850 - P5N-D - 4 GB RAM

Your bios is not configuring your hardware correctly.

The bus speed should be 133mhz and you'll then see your CPU run at 2.66ghz.

I suspect the BIOS has reset to defaults after a system crash or that it was never configured correctly to begin with.
