Acer make some el cheapo models for that sort of money, you may get a socket 754 SIS chipset mainboard in it with a reasonably fast mobile Sempron CPU (2800+) and 512mb of ram, 80gb hdd and onboard graphics. I used one of these briefly, and though i was unimpressed by it's overall performance, it was certainly on the money as far as comparitive value is concerned. It may have even had a 17" screen from memory, it was quite ok for a cheap laptop.
