I saw some new laptops that will do the job. they finally put decent cpu's in them (64bit AMD!) and some REALLY good on board graphics, I think they are around $3000 plus.
If you can't pull that off, try setting up your graphics from the driver utility first, or in windows, not in the game.
Get rid of antialiasing and anisotropic filtering, (you probably dont have the aniso.).
Now in the game:
Try dropping the in game screen resolution to the next size down, or go to 16bit color instead of 32bit if you dont mind the difference. Or both.
Reduce the autogen setting.
Get rid of the clouds, they really slow things down.
Reduce the draw distances.
