Without the windows disk, you're pretty much 'stuffed'. Whoever sold you a pc without a windows disk is err......

It had a full system re-install, new hard-drive about a month ago when it went back to the shop as it had mushed itself up similarly then.
The computer never came with much software, the motherboard drivers/4 in 1 stuff, nero and supervoice something. Interestingly when the computer came back from the shop they hadn't installed nero but the disc was an OEM version. The problem was they had suplied the disk in a clear cd sleeve and not given the code! We took it back to them and they didn't have the code either! I dont know what you make of that....

How do I start it in Safemode? Usually I do it when it prompts or from windows.

F8 when starting... (or was it F5... Win 98 is already history for 1,5+ years for me)

If you were to type "safe mode" (without the quotes) on a search line at Yahoo or Msn you will find all kinds of info on this. Normally it's F5 or F8, at the Windows starting sceen. You have to be quick or it will go into the blue screen again. Some of the sites have pictures of what you will see and the steps to take to get the computer to run enough to see what is wrong. The first thing I would look at is the device manager. You can look for any little yellow warnings that might show up next to a piece of hardware, like maybe a bum modem. Keep in mind that the screen is going to be bad looking as safe mode bypasses the stuff that makes it pretty.

Press F5 twice every 1 second after beep, you should go to safe mode.

Thanks for your reply's, I managed that alright. Im afraid that starting in safe mode had the same results, just blank and no programs running in the device manager. Ill have a search on the internet as topct suggests.

I'm afraid that thought completely by-passed me. I too find it quite annoying when people cant find out things themselves, but I now know how easy it is to completely bypass normal thought patterns!
