I have a ATI 9200, and it doesn't have a fan on it...  If I put one on it, (and a heatsink) will i get a visual increase of peformance?

only put one on if it is becoming unstable / causing lock up. if you want more power then you could overlcock it but i wouldnt suggest doing that unless u have the know how.

This would be a great start (I am not an old dog! ;))

Could somone teach me how?

( would start with trying to overclock a P233)

The best way to learn how to overclock is to read EVERYTHING you can find about it on the net, then get help from some people, then read everything again and after all that still read more. Overclocking can be rewarding if done right. BUT, if done wrong  even just a tiny bit wrong you could fry your whole rig. If you don't got a second rig or don't have the money to replace your rig then don't O/C. If you do have the money to replace your rig then just buy a better one and you wont need to O/C.

Just my (painfully knowladgeable) oppinion.

If you want may opinion, don't overclock unless you know what your doing and have a liquid cooled system. Liquid cooling is not really necessary for regular use but can be quite useful for overclocking and heavy gaming as it moves heat out of the system more efficiently.

you dont need a liquid cooled system if you keep to the 10 percent limit and have a huge array of fans.

i have my video card (below) overclocked to an incredible 350 core clock and 690 memory clock on stock cooling!! i have 4 chassis fans though so keeps it nice and cool and also 2 heat extraction fans directly below it

note the stock card is at 250 core clock and 600 memory clock. i have overlocked it by like 30 percent lol runs fine can go even higher i think hasnt become unstable yet. im pretty sure the memory clock can go right up to 720

you can't overclock a stock Pentium 233... there is no faster one than that...

And for fans in the case...
i have 4 case coolers, one big heatsink cooler on the processor and a videocard cooler
