It is meant to be installed outside your CFS3 folder, see the readme.
It is better to ask questions about off at the sim-outhouse forum http://www.sim-outhouse.com
one of the places were the developpers of OFF will answer your question

BTW; I had no problem installing OFF or the patches, running 0.37 version without problem, and still amazed how good this game is

What you did wrong is not reading at all or carefully enough the install notes and the readme that are provided with the download. Reading the FAQ at our site will help too.

anyways found what was causing those errors. Great game. also i saw that on the site you needed the 2nd cd of cfs3 to play. This in not true. You can easily crack the game. If anyone interested, pm me for instructions.

Also,as i see there is a developer in here, so i ask another question. After playing OFF, can i uninstall CFS3?

This   New " OFF "   add-on ( almost  a contradiction in terms )  is  well  worth  any and all  aggravation , it  may cause,  getting it  installed  and  flying. ( mine   did  the old  corrupted  graphic's routine,  and  got my CFS3  too) ..  but   perseverance ! Onward into the trenches !  wow,   was  I  ever  pleased  with the  extra time...  no  complaints  from this  peanut gallery.
The  flights  are  incredible...  super  details,  even for my aging pc.
AMD2600+
WinXPpro
1gig ddr
200g WD  HD ata100 7200
G4 Ti4200 64mb ddr ( +128sys ram)
Audigy LS
5mb cable

I  get  30-50 fps  in CFS3...   a tad  lower(25-40) in  OFF..
but  playable , and   the  eye candy is Dandy !
