No Fun settings utility?

I have heard of a utility that both sets CFS2 to no fun rules (no name tags, tactical display, enemy indicator, damage text, select target, etc) and 'locks' players into their cockpit view.

I can't find this anywhere on the web - am I chasing a phantom or does anyone know where I can find it.

It's easy to set up for no fun rules manually, of course, but if the program exists, I'd like to experiment with it and see if it would suit my squad for our no-fun games.
