do you have the program installed in the ProgramFiles(86) folder?
If so that could be your problem to my knowledge every 32 bit program will install in the Programfiles(86) folder by default and Windows 10 locks that folder down even though you turn down the UAC it can still cause problems for some programs. I have a program that acts up every now and then and I think that is the reason. I eventually will uninstall it and try installing it in a different folder to see if that helps
Try installing it in any other folder to see if that will work. Of course there is no guarantee it will . It could be a very old program that will not run under Windows 10 period.
