Does anyone have a solution to this problem. I am running Windows 10

I don't know anything about Win10 but what you are calling "milky clouds" could actually be FSX's best attempt at fog. Wouldn't that be nice?

I'd be wanting to know what you are using for weather. I use FXrealWX lite myself and it usually nails weather pretty good. I would see that as lower level haze myself and I get that sometimes with FXrealWX.

Its not a problem, meaning there isnt anything wrong. Flexibleflier is correct. this is MS attempt at creating different fog levels mostly in mountains and valleys. It looks weird and unrealistic.
Invest in something like REX Essentials and Active Sky Next if you want to get rid of it or
do some trial and error with the FSX sliders.

What video card are you on and what graphics settings in FSX?

Don't know what your altitude is in that pic. But if you don't have fancy-smancy weather program you can raise the TOP of your 'Visisbility' layer (World/Weather/Custom/Advanced) to 40,000 ft and make it distance 30 nm. With that setting you won'g 'SEE' the cloud anamoly from 33,000 ft. You will only see a 'mist' which doesn't hamper visibility too much yet looks better. When you get those 'blinking' clouds (that you did not 'order') just the act of going in then out of 'Advanced' screen (click 'ok' 3 times) will erase those poser clouds. You have got to learn to 'live with it' when it comes to weather. Real or sim.
