Billy is on holiday in Ireland, he's in Dublin and asks Paddy the quickest way to get to Cork.
Paddy says "Are you in a car or on foot?"
Billy replies "In a car."
Paddy answers "That's the quickest way!"

An Aircraft Mechanic only needs two tools, Duct Tape and WD40.
If it moves and it's not supposed to - use the Duct Tape.
If it doesn't move and it's supposed to - use the WD40.

Hmmm...So maybe it wasn't "Billy" who asked for directions. Methinks the plot thickens.
