ummmm ~ this happens with all your Aircraft or just that particular 1
sounds to me, just guessing, that something with your Joystick configuration is off, and or somethings NOT reading your joy stick correctly.
tho you may fly in the air, move up/down side to side etc. being on the ground is different with wheels down on the tarmac you should be able to steer, and move back and forth
UNLESS ---- you are using an Aircraft, like a tail dragger, that the rear tail wheel is NOT locked or locked, than you have to either lock or unlock the rear tail wheel, which you'll ewither maybe have a switch in the cockpit or, if you don't - than you'll have to go in to the Aircrafts CFG Files and edit 2 of these // marks out so you'll have a steerable tail wheel.
