It's usually a quiet press of a button with little or no warning for everyone but the subject who is warned previously.
True - I believe that at anyone time there is a mod posted at a level of 5 minute readiness to complete this task - once the balloon goes up he must be able to deploy a marmalade bomb or a banning to anywhere in the world at a moments notice!!
