I just went online, found a simv image, pasted it to Irfanview and saved (as a .TGA file, make sure to resize it down a little bit)) it to a new sub file in the following directory
C:\Program Files\TmNationsForever\GameData\Painter\Stickers\xxx
and named it Sticker. I haven't quite figured this out yet but open irfanview again and paste that same image or another for your preferred icon and save it as Icon.DDS and put it in the same directory. Use Irfanview to convert to a DDS...I used DXTbmp and well, bleh.
