Water hazard!

There I was, just attempting a water take-off in my Catalina in Juneau - and this happens!

On the backroads here we use the "More Lugnuts" rule. Whoever has more lugnuts on their truck has the right of way ;D ;D......how do they determine right of way on the water I wonder :-?
