erm... thats default FSX! set the weather to rainy, get the camera at the right angle, and you get that effect! you runnin FSX or 2004? I suppose if you dont get that effect then it might be to do with the graphics settings, but i i dunno to be honest. i have mine on quite low and still get that 'shiney look'

It depends on your graphics card. You wont get the reflections on the runway with a lower end card. Not to mention I believe this is only in FSX. Cool looking shot by the way, I do like the reflections!
My specs... A hard drive, motherboard, graphics card, some memory, a keyboard, mouse, and monitor - in other words, nothing special.

Yes, the wet-runway effect(s) is only default in FSX.
