ps--whats a good program to use for shrinking pics without it screwing up the pic so bad?

Ouch, the resizing really damaged the quality !
Download and install the program "Paint.net". It's a freeware equivalent to Photoshop.

Infranview is a good choice for resizing. its freeware also. you can also try turning up your AA? ;)
