With all due respect I think President Eisenhauer was a bit ill-advised on that statement...
He made the statement himself. At the time, he wasnt president, but was still General Eisenhower. I would take his word as he was actually in europe leading troops.

You also have to remember he was an American making a statement to be seen and heard by Americans "back home"...
