Buy it wherever you find it. E-Bay is a good place to get a cheap copy. ;)

Depends. From a Pentium III 700 on,there shouldn't be any problems.

With a good enough graphics card to take the extra strain a PIII would probably be fine.

I'm seriously going to have to keep my eye out for this one now. Especially as I know there's a Lightning out there for it. ;D
