This may sound like a really stupid question, but are you throttling up in the turn? If you taxi down a straightaway at 20kts, then slow nearing the turn, and are in the turn at 5kts, the plane slows down. Unless you turn up the thottle to compensate for this loss of momentum, your plane will stop, and, making you believe your rudder isn't working...
I dunno.. It's something I had to correct when I was a student pilot ;)
