A Google search for the "Weather.dll" and "Panels.dll" fault show a frequent problem with users of FS 2004...
Very few have found a definate cure for it......!

I never liked unexplained problems & there must be a logical reason for it. I would say that both these faults are due to an addon of some sort, probably corrupt modules (DLL files). I've read of some cases of 3rd party modules giving problems when installing the FS9.1 update. In this case read the instructions carefully before installing the update. Other problems have been reported with FSUIPC & even video card driver conflicts. The trouble is that there's so many variables these days that tracking these things down can be very difficult.
PS. It would be interesting to know which method you use for exiting/shutting down FS9. I always use the Ctrl + C option.
