Its a wing in ground effect craft. almost like a hovercraft.

Craig, you are correct. It's called an Ekranoplan. It does fly (not this one though), but only a few feet above the water.

it's a Volga-2 Ekranoplan, designed by the Alexeiev OKB (Same one that made the infamous Lun WIG craft)
