Hmmm i dont really know! I guess you have to look at it from a 'panning' point of view. The aircraft can be 'blur free' but the background is blurred to create the impression of speed. Or the other way round.
Ive tried using the blur tool on the edges of the aircraft, the magic wand tool to blur certain parts but not others.
Then theres the question of what type of blur! Motion, zoom, fragmentation (that often works on its own without any other type if your delicate with it) and whatever other options are in PSP!
Theres some great photos in the photo section of aircraft at speed, note how they capture the seemingly 'still' aircraft' but the backdrop is whizzing by at quite a rate of knots.
F1 photos are another source of panning effects.
