Problems with installing "Sonic boom"

Hi all.
I need to add some lines to my panel.cfg what progarmme do i need to open this and where can I get it. Cheers.

Hi Sam. You can open & edit all CFG files in Notepad. Check out my Working with Windows article.http://www.simviation.com/lair/windows.htm
