I just thought I'd bring this back because every day I notice people whose avatar and signature images don't comply with the rules.

Guide to posting images on Simviation's forums

Please keep all screenshots/images in JPG (or GIF for small images) format & less than 150K.
Please keep all images within 1024 pixels wide
Only letters and numbers in image name. No spaces. No other characters.
Please keep PERSONAL avatars (logo under your name) less than 10K & 100 pixels wide
Please keep SIGNATURE images within 30K max.
Please do not post more than 600K total of files in any one thread.
Images not complying with these guidelines will not show up.

Important : Do not link to these images from other sites. Members found doing this may be banned & images deleted.

Maybe you didn't wait long enough for the page reload before the attempt.
As for the DSL thing, it's still not available in this area (not that I'll necessarily be here for long).
