Skyscrapper helicopter landing pads

I tried to land on a skyscrapper landing pad in downtown Los Angeles.  The pad was not solid and I would fall through and head straight through the building toward the ground, questions:
1- Are there any landing pads on on top of skyscrappers in LA or NYC, if so how can I find them?
2- Is there anyway to make the top of a building solid?

There are solid buildings but it is basically trail and error to find them, as far as I know you can't make building solid without redoing all the auto-gen.
