The Black line. "render_3d_window=0" doesnt work

In the PSS concorde i have the annoying black line  at the bottom of my screen.  i went to panel.cfg and did the fix, but it didnt work. is there another solution?

FIXED.  Mods can close or document for future info.  In the panel config I deleted and replaced the "render_3d_window=0" line and the line below it with the f-14's text.
