I had the same problem. I suspected scratched Disks so borrowed some Disks from a friend..same problem..it still wouldn't read a CAB file.  This happened after  I updated the DVD drivers.  Stuck in a new Hard-Drive and did a clean install of XP without  any Windows updates and without the updated DVD drivers and it installed fine.  Extremely frustrating!!
