The test flights I ran on SP1 B1 were not on an 8800 card so I can not say for sure that will be the case however since they are changing the way water will be rendered and it will not have be processed twice I am sure you will see quite a bit of relief in that area. As for how much and if you can go higher, that will be up to how far you try to crank other settings.
Baring the terrain and visual fixes, I think what you should expect from SP1 is either having a much better frame rate or leaving it where it is now and jacking up the visuals. Perhaps a bit of both with give and take. I do think every system will respond differently too. System A may get a 35% boost where system B may only see 20. It all comes down the the entire system the update is applied to.
I really do not think it is worth jacking up water unless you can bring it up high enough to display the the high quality fluid reflections and to tell you the truth, they planned that quality of render for the next gen of cards.

The only thing I see myself changing is increasing air traffic by at least 10 - 15% & water. The rest I'm extremelly happy with especially my autogen settings. But we'll see through test 'n tune after SP1.
Traffic in any MSFS version should be completely replaced. The problem is there is no FSX traffic add-on available right now. Some FS9 traffic add-ons can be used but the aircraft lack the ability to display lights correctly and the textures can appear black from a distance with some models. Otherwise if PAI and WoAI aircraft are used, the slider can be significanly raised. A value of 40/75 - 60/90 is not unreasonable with all AI replaced and the original aircrafttraffic.bgl removed
After SP1 is released the add-ons everyone is waiting for will follow.
