What flight planning programs are out there ? 

More importantly are they any better than the flight planner in FS9 ?

I'd like something that more accurately computes fuel requirements, do any of them do this ?

I normally just fill up all the tanks and use any additional take-off weight capability for pay load - but I know this isn't the way it should be done.

Take a look at Plan G http://www.tasoftware.co.uk/. It is meant as a VFR flight planner but has many features for IFR as well.
