Drop in frame rate when in full screen mode

Dear friends I would like to share something that bothers me even though it is not such a pain but still troubles me.
Well the same system cpu 3,16GHZ, 4GB ram, 9800GTX+ with the 181.22 driver worked fine before the format
After that when runing FS9 here is the strangr thing.
At the top right corner (in window mode) when tick the full window mode then there is a significantly loss of frames. For instance (pressing ctl+Z) frame rate goes down to 11-13/per sec from 25 that I have defined from the hardware menu.
However when resize the window then the frame rate goes p to the predifined level. THe resize can be almost as the full screen mode but if i over do it then the frame rate drops again until I amke a new resize.
What troubles me that before the format I did not have any of these issues  and in full mode the system worked at the predifined frame rate.
Any ideas to solve the problem?

And something else.
I only have a joystick not a foot pedal to control direction.
My problem is that in strong crosswind during take offs the method low the wing to the wind is not functional and to maintain directional guidance i use the steering wheel-rudder  joystick and most annoying i have to steer the plane opposite the wind direction which is wrong off cource.
How do you copy with this situation?
