That is a massive question you just asked there! One that actually doesn't have one answer...  ;D

The most obvious thing to do would be to upgrade your graphics card. However, the way that the defualt .cfg is set up, even then your graphics wouldn't be fantastic.

Below is a list of some of the main changes I have made to my FS9.cfg, which is located in C:\Documents and Settings\*Your Username*\Application Data\Microsoft\FS9, please remember that your system is different, and may require different values for some of the parameters, these changes are Guides for you.

(It is a very good idea to always have a backup of the FS9.cfg, keep it in 'My Documents' or somewhere similar)

[DISPLAY]
UPPER_FRAMERATE_LIMIT=**** < Please tell us your system specs before we try and decide this one >
TEXTURE_BANDWIDTH_MULT=200
TextureMaxLoad=8
[TERRAIN]
TERRAIN_ERROR_FACTOR=100.000000
TERRAIN_MIN_DEM_AREA=10.000000
TERRAIN_MAX_DEM_AREA=100.000000
TERRAIN_MAX_VERTEX_LEVEL=21
TERRAIN_TEXTURE_SIZE_EXP=8
TERRAIN_AUTOGEN_DENSITY=5
TERRAIN_USE_GRADIENT_MAP=1
TERRAIN_EXTENDED_TEXTURES=1
TERRAIN_DEFAULT_RADIUS=9.9
TERRAIN_EXTENDED_RADIUS=9.0
TERRAIN_EXTENDED_LEVELS=4
[SCENERY]
IMAGE_COMPLEXITY=5
DYNAMIC_SCENERY=1
DYN_SCN_DENSITY=5
DAWN_DUSK_SMOOTHING=1
SUNGLARE=1
LENSFLARE=1

AND FINALLY: Here is a useful one if you have Surround sound speakers:

[SOUND]
SOUND=1
SOUND_FADER1=0.460000
SOUND_FADER2=0.460000
SOUND_FADER3=0.620000
SOUND_FADER4=0.800000
SOUND_FADER5=0.090000
SOUND_FADER6=1.000000
SOUND_QUALITY=2
Channels=4
SamplesPerSec=44100
BitsPerSample=16

Hope that helps you  ;)

Actually, I think this would be better suited and answered in the Hardware forum.

Don't the graphics parameters listed in the .cfg simply reflect the changes you make in the Display Settings page in the program?

Some of the parameters can be changed through the FS9 Display settings page, however, values such as:
[TERRAIN]
TERRAIN_ERROR_FACTOR=100.000000
TERRAIN_MIN_DEM_AREA=10.000000
TERRAIN_MAX_DEM_AREA=100.000000
TERRAIN_MAX_VERTEX_LEVEL=21
TERRAIN_DEFAULT_RADIUS=9.9
TERRAIN_EXTENDED_RADIUS=9.0

Cannot...

If you haven't changed any of these yet Rotty, do try (but back up you current .cfg first) and I promise you will notice a large difference compared to the default FS2004 settings, alot less blurries  ;)
