My guess, a beautiful area to fly.

At that time [1909] the chief engineer was almost always the chief test pilot as well. That had the fortunate result of eliminating poor engineering early in aviation.

One possible reason is the sheer beauty of the area, and it's location next to Oregon's Mt. hood and Washington's Mt. Adams and Mt. St. Helens.

I live here in Washington State about an hour and a half away from Portland, and having been to the Hood River area, it's an area that's visually stunning. And it's even more beautiful to fly in, since at least 10 major volcanoes in the Pacific Northwest are visible in this area from the air. Three of them are aforementioned, the others are Mt. Rainier in Washington and Mt. Jefferson and the Sisters/Mt. Bachelor chain in Central Oregon.

well have a look a that site

http://www.hovercontrol.com/

It is the home base of Hovercontrole site. for those who like Helo. they are very friendly and adicted to Helicopter.  I go there to fly from time to time.
