I've had my outlook.pst since I have Office 2000 and I migrated it everytime I upgraded to a newer version of Office. I store it in a folder in 'My Documents' which is on my E: partition ...
To open the pst file I needed to turn of the thing that disables your administrative priviledges. I can't remember what it's called (I'm at work so I can't check

) But it's in the Control Panel under 'user accounts'.
BTW: you can't run Outlook
