Windows 98SE/Dos mode

For some reason I cannot restart into MS-Dos mode.  All I get is a blank screen and a flashing cursor in the top left.  Can someone tell me what is wrong??

Can you type any DOS commands like dir or mem? Have you tried to open the DOS prompt in Windows?
I would guess a program failed to load properly or a command didn't execute fully. Basically, DOS isn't initiating. Could be in the Autoexec.bat, Config.sys, Command.com, io.sys, etc., etc.
