If you go to the little ATI icon on the taskbar at the bottom right and right click on it it'll give you the option of "Settings" ....and you want ATI display settings.
That will bring up the settings for the video card drivers and such. Look for the tab called VPU Recover. Look for the checkbox.
HOWEVER................
This message is telling you something is wrong. Instead of turning off the message.... you shoud figure out what is wrong. Shame to have a new computer... and have something not working correctly from the start.
The time lag link is a clue, I think. I wouild be looking at overheating. I used to have a 9600... can't remember if it had an external fan connector. If it does... did you connect it? Second... if the fan on the chip is running... the overall case temp can be an issue. Look at the temperature display for your CPU/case/video card and see if it is running hot after a bit of time.
So some thoughts...... worth exactly what you paid for them ;).
