i want to overlclock mine as i have a total of 6 fans on my case and running at a temp of 40'c now heres my problem

i change the cpu frequency in the bios and as i go higher.. i.e from 12.5 to 13.0 the real cpu clock goes back down to 1250 mhz :S im lost as this cpu XP2800 is supposed to run at 2.25 am i right? its currently at 2.08 and reads xp2800 on boot up so whats wrong here? also my ram wont work at pc3200 only 2700 when my board says it will....quite annoying as i paid quite a bit extra for the ram .
