Viewing Targets

Some time back, about 3 reloads ago, I had a patch/utility which allowed me to view my target close up when I pressed 'tab' and cycled through 'F4'.  It also had some improved effects.  Can any of you guys/gals tell me where I can access it again?

Hit CTRL+Shift+F4 once, that cycles the player2target view to target2player view.
