Firstly I know very little about AMD cpus but the temperatures you state don't seem to be overly hot.
I would look at the following -
Is the CPU heat sink fan working correctly and unobstructed
Is the heat sink clean
Is there enough heat transfer grease between the CPU and the heat sink (it could be an inadequate amount or could have gone hard) Consider removing the heat sink/fan and checking and/or replacing it. If it is not working efficiently then some heat may not be transferred to the heat sink.

I use Coretemp as well, plus RealTemp.

As long as it's not throttling (reducing clock speed to reduce heat output) and as long as it's stable you should be fine. Also the scale on AMD processors is different to intel ones so they can not be fairly compared.

It seems odd the fan only operates at start up though. Make sure you have all the drivers and such installed, if they are then don't worry about it. You can also try going to be manufacturer website and see if there's a firmware update that corrects any issues if they exist.

24 deg C seems awful low. My computer room is about that temp and there is no way my CPU runs at room temperature.

With upgraded cooling, 24C idle isn't completely out of the question. My fans are variable speed now, to lower noise, but back when they were constant speed on a cool day I would get about 26C idle. With PWM fans on an average day, 33C idle, 60C load. With stock cooling and stock clocks (2.4ghz) I would get 42 idle and 63 load.

Also the sensor on intels gets less accurate the further from the maximum temperature (usually 95-105C) it is.

I have a Amped up Desk Top computer with 12 Gigs of RAM and AMD everything - I engineered myself an Air-Conditioner to keep my computer componets nice & cool , especially in the hott summer time , I just flip on the Air-Conditioner and let the cooling process take place - it no big deal really, it just a little tiny 18,000 BTU Window Unit  Air-Conditioner/ remote control too !!!  keeps everything nice & cool and it rocks !
