Rudder pedal problems

I have a set of CH Products rudder pedals.  The toe breaks are always activated at all times.  If I calibrate them the  raw data says tehy register a 6 on teh scale.  I tried tweaking the pots, but only made it worse :-[.  What else can i do to get the brakes to turn off?
