He looking for a site that will build a system for him with the exact parts list he wants

I dont use such services... I purchase all my parts and build myself

Newegg.com in the USA is my usuall parts supplier

When you do a build it is much better to have work done hands on. Using such services just don't give you the satisfaction of building a gaming computer.

If you really don't want to hand make it, I suggest (even though really expensive) Alienware.com ;)
