Depending on budget you could build a pretty decent system that can pretty much wipe the floor with FS9.
Heres mine...Runs FS9 fully maxed out with plenty of AI traffic running about, add-on scenery etc. Don't really have to much payware though. CLS birds at a busy airport don't drop any frames. Only payware scenery I own is Samsofts "The Sky's Of Taipei". Since the scenery is a little old it seems to take quite a hit on the frames if moving about TPE during the daytime hours, I have it a little packed with AI traffic...dusk, night, and dawn its perfectly fine. Weather tends not to effect it at all, using Real Environment Pro from Avsim.
Having some issues at the moment due to some junk that ended up in my FS folders. Preparing for a full reinstall. But before this happened it was locked in at 30 FPS and never dropped even in weather/detailed scenery. Can't say some of the payware scenery out there will run smoothly...some are just simply frame rate hogs regardless of the system :-/

Cost about $1000 USD to build (Just the tower).....Mind you I already had the power supply and DVD/CD burner. It might be a little cheaper now as that was back in November.
