I had a Radeon 9550 video card given to me. Is this card better for FSX than the FX5200 that I have right now?

The best way to tell is to find one of these webpages that rates different videocards. I can't tell you where, but there is one out there that runs all kinds of tests on them and then lists the cards in order from best to lousiest. Maybe someone else knows...

Unfortunately both cards don't appear on that list, they're both at least 5 years old...

I'd take the 9550 over the 5200 although the difference will be neglible at best.

Yeah both poop. I'd stick to earlier versions of FS...
