Why do they do this for the second time now I've downloaded the my video card driver update and it kills DirectX 9, and if I try to reinstall DirectX 9 it says DirectX is already installed and the installation will now close. I've been pulling my hair out all day and I can't think of anything else to do.  

Hmm... have you tried Windows System Cleanup? Helps remove unmoveable probrams but I'm not even sure if that will help at all.
