Microsoft Office Outlook or Mozilla Thunderbird.

Just add the app to your startup processes and when you boot the computer it will come up. As for having a specific web page, the best you could do is have your browser's homepage set to your email page, and have your browser added as a startup program.

I just have Yahoo! Messenger and it pops up when I boot up the laptop and it has an email alert that tells you when you have mail. But you have to click on the mail button and it opens up your mail on IE (or whatever you may have).
