So, after a week of owning a brand new home built pc, I began to notice some video issues.

Sounds like the common dead RAM on the 7900 problem. Unfortunately there is no way to really figure out which cards have good or bad RAM on them without useing them.

Stick with eVGA though, great customer service.

Cheers

Here is the weird thing.  I went into my boot menu and tried last know good configuration, and my pc booted!  It booted to before I had the 91.47 drivers installed, so its like my pc doesn't recognize I have a video card but is still using it to display, because I don't have onboard video.  This is weird...at least I can access my homework and internet still though, its not totally useless right now.

That's because you don't have any drivers installed. When my G4 Ti4200 crapped out on me the display was fine until I installed ANY drivers. Ofcourse you don't have any 2D or 3D acceleration without drivers, so even when you access menus in internet explorer it is slow.
