A few things to check...
1. Is the onboard video disabled in the BIOS? It is possible it auto disables but check to be sure
2. AGP aperture set to 128?
3. Run 3DMark 03 and 05, default test... any crashes?
4. Power supply, what are the 3.3v, 12v and 5v amp ratings?
5. Drivers... which ones are you running?
6. Did you install the FS9.1 update? If so, when you installed it... did you put the installer file INSIDE the main Flight Simulator 9 folder and THEN run the update? If not, corrupt .dlls can be present.
First, thanks for your answer. Regarding your checkpoints:
1. Yep, it

Check that all the video memory cache is off in the bios and check that agp performance controll is off. Also you may want to turn off fast writes.

So it works in x32 but not in x64....
I am still leaning toward the x64 drivers... but it is possible there is a conflict with the Tul Corp ATI card and x64. Do they have a website with x64 drivers posted on it?
Also... It is possible something in the FS9 x64 install is corrupt.
Is render to texture disabled?
Is there any aircraft you can fly and the problem won't occur?
No, it happens with every plane, both the default and the add ons.
I remover the video drivers and performed a clean install, with every version that I have, and the problem persists.... HELP!!!!! :'(

Try removing the VIA AGP driver. Use the default MS WinxP AGP driver and see if there is a difference.
Short of that, it sounds like you have covered all the bases. It could be the card simply will not work with XPx64.

Nick, kipman thanks for the help, guys!
After trying and trying, I think I found that the culprit was the sound car driver. I used the "generic" driver that came in the XP64 install disk, and it almost works..
Almost,
