What to upgrade first

I have a Celeron processor with 2.7 gig and 1 gig of RAM, also a NVidea G-Force 5500. I have horible frame rates and stuttering even with weather at clear and sliders mostly turned down, Cant afford much so looking for good advice.

The processer. FS takes out of all catagories, but the processer is probibly the most important of all. This isnt only helpful in FS but in normal computing tasks. I suggest a Prescott 630 or 650 from intel.
